OVERVIEW
Operating across Northwest Syria and Hama, Finn Church Aid's Country Programme delivered an integrated, multi-sectoral response to one of the world's most protracted crises. JRC was commissioned to evaluate the full portfolio — assessing how well its education, livelihoods, and humanitarian work met community needs, how coherently it held together as a strategy, and what that meant for FCA's direction over the next cycle

ABOUT
Four interlocking areas of work, assessed not in isolation but as a single portfolio — testing how relevance, coherence, and impact played out across sectors.
APPROACH
JRC applied a rigorous, theory-based mixed-methods design, combining key informant interviews, focus group discussions, and beneficiary surveys. The evaluation was structured around the OECD-DAC criteria and examined cross-cutting themes of localisation, inclusion, and accountability — giving FCA an evidence base grounded in the perspectives of the communities it serves.
