OVERVIEW
As refugees across the MENA region weigh decisions about returning home, education becomes one of the hardest practical questions — from recognising qualifications to navigating unfamiliar systems. The Norwegian Refugee Council engaged JRC to develop regional guidance to help humanitarian and development actors support education in these return contexts.

ABOUT
A research-and-design assignment focused on practical guidance — translating the realities of return into advocacy messages, programming advice, and materials refugees themselves can use.
APPROACH
JRC produced joint advocacy messages on the formal recognition of education qualifications, practical programming guidance, and information materials for refugees planning return. The work drew on a literature review of education and refugee return, consultations with Education Workstream members and key stakeholders, and facilitated learning exchanges on the practical challenges of return-context education programming. The final guidance and information materials were presented to the Regional Durable Solutions Working Group, targeting humanitarian and development actors across the region.
