OVERVIEW
As conflict continued across Ukraine, UNICEF needed independent assurance that its humanitarian supplies and services were reaching the people they were meant for. Under a long-term agreement, Jouri — in partnership with Rating Group — monitored that response nationwide, assessing the timeliness, efficiency, and effectiveness of UNICEF's work across every government-controlled oblast.

ABOUT
A nationwide monitoring operation built for scale and rigour — tracking whether supplies and services reached intended beneficiaries, and how well they were delivered, across the full breadth of UNICEF's response.
APPROACH
The consortium deployed a network of over 200 field researchers — 80% of them women, all native Ukrainian speakers — across all government-controlled oblasts. Monthly monitoring cycles combined roughly 834 site visits and 834 phone-based surveys with focus group discussions and in-depth interviews, assessing whether supplies and services reached intended beneficiaries and how well they were implemented. Each cycle produced analytical reports with dashboards, visualisations, and actionable recommendations for UNICEF's programme team.
