OVERVIEW
This EU-funded project worked to strengthen the capacity of League of Arab States member states to combat the illicit trade in small arms and light weapons, and the terrorism it fuels, across the MENA region. JRC was commissioned to conduct the project's final evaluation — assessing how far it met its objectives and what those findings meant for its next phase.

ABOUT
An evaluation of a complex, multi-state security initiative — applying a rigorous, criteria-based framework to assess what the project achieved across the region.
APPROACH
JRC applied the full set of OECD-DAC criteria — relevance, coherence, effectiveness, efficiency, impact, and sustainability — to assess how successfully the project's objectives were pursued. The evaluation generated clear lessons learned and concrete recommendations, directly informing the design and implementation of the project's second phase.
