Evaluating multi-sectoral resilience across Syria

Delivered through a DFID-funded consortium, this programme provided multi-sectoral humanitarian and resilience support across Northwest and Northeast Syria — from cash and in-kind food assistance to vocational training, education, and agriculture. People in Need commissioned JRC to conduct the programme's final evaluation, assessing what it achieved across that breadth of activity.

APPROACH

Using the OECD-DAC criteria, JRC critically examined the programme's relevance, coverage, efficiency, coherence, effectiveness, impact, and sustainability. JRC owned the full evaluation cycle — from design and methodology development through data collection, analysis, and report writing — giving People in Need an independent, end-to-end assessment of the consortium's work.
