Evaluating the EU's humanitarian response in Syria

Between 2016 and 2018, the European Union delivered humanitarian assistance to conflict-affected populations across Syria — spanning food, protection, health, WASH, shelter, education in emergencies, and humanitarian coordination. DG-ECHO commissioned an evaluation of that response, and JRC led the field implementation, examining how well the assistance reached people in one of the world's most difficult operating environments.

A wide-ranging evaluation across the full humanitarian portfolio — assessing not just delivery, but how the response navigated access, fragility, and the link between humanitarian and development action.

APPROACH

JRC contributed to the evaluation design, developed the analytical frameworks and data collection tools, and conducted fieldwork across all 14 Syrian governorates. The evaluation examined humanitarian-development nexus approaches and innovative access solutions in fragile, hard-to-reach contexts. JRC produced the final report, which is publicly available online.
