OVERVIEW
Across a complex and access-constrained operating environment, UNICEF needed independent verification that its country programme was reaching children and families as intended. Under a long-term agreement, JRC provided third-party monitoring spanning all 14 Syrian governorates — covering health and nutrition, WASH, education, child protection, adolescent development, and social protection.

Nationwide monitoring built around UNICEF's operational priorities — verifying delivery across the full breadth of its programming, governorate by governorate.
APPROACH
JRC mobilised a team of 46 field monitors, supported by a subcontracted partner for logistics and security, to deliver monitoring structured around quarterly cycles aligned with UNICEF's operational priorities. Each cycle was guided by monthly Field Monitoring Plans developed jointly with UNICEF's Programme Monitoring Section and included beneficiary verification calls to confirm delivery on the ground. The work produced monthly deliverables — monitoring plans, validation workplans, and comprehensive monitoring reports.
