OVERVIEW
Norwegian Church Aid delivered WASH, protection, and gender-based violence response across all 14 Syrian governorates, working to meet urgent humanitarian needs in a deeply complex environment. JRC was engaged both to independently monitor that response and to assess the wider scope of need — verifying delivery while documenting what conflict-affected communities themselves identified as priorities.

ABOUT
A dual assignment combining verification with assessment — confirming that programming met international standards while surfacing the real scope of protection and GBV needs on the ground.
APPROACH
JRC conducted two rounds of third-party monitoring, verifying that activities were implemented in line with emergency needs and without exclusion or duplication, and assessing adherence to international standards and guiding principles for GBV and WASH programming alongside compliance with donor requirements. Beyond monitoring, JRC conducted a multisectoral needs assessment to document the scope of GBV protection, prevention, and remedial service needs as identified by conflict-affected communities themselves.
